David....... I'm not sure what this has to do with a air-rifle. Yes...... a moderator 'should' shunt (at minimum) the cracking portion of air release..... out of a air rifle.....at the muzzle. A simple hollow can (for a moderator) may merely lower the frequency (yet, not necessarily the db) of the muzzle air release. A lower frequency may be harder to hear to the human ear.

The gent had drilled some holes in insert in the can portion of moderator. He showed in video both setups. Yet he didn’t use decibel meter to actually check if his method was indeed quieter. Some folks challenged him. To indeed check with meter and see.
So, I figured why not do a controlled tests of sorts with metal detector leaving volume level alone. And compare varying pitch of noise.
And to add. The human ear. It works as it does. It what about other mammals ears? Hmm.
Maybe the lower pitch some mammals may hear better than human ear. IDK.
