Do government regulations affect advancements in detector manufacturing?

This is probably for more tech savy members then myself.

I was wondering if certain limitations exist, created by the FCC or other agencies that currently hinder certain advancements in metal detector creation that are known (maybe by some of the members here that were in that field).

I speculate 'some' ........ but not that much.

There are frequency regulations but not learned whether this is a minus factor.
