Dug it this evening in a spot in the woods where I dug a Yankee Spur and some dropped 3 ringers.

Might be later like rifle sling Hook WW- 1 or something?

Ahh Ok Fellas.!!

What's funny is I feel I have seen it before somewhere.???Like a square linked brass chain that would always lay flat.Horse tack piece?

It feels turn of the century to me.

Studying it more its engineering tells me it accepted a strap in the open end but could have been so that the strap could have been loosened from a buckle on it and then removed from the hook without having to unbuckle the strap and feed through a loop on say closed device.like a connector that was made for quick release.A way to hook two strap's together without having to feed though it.Its very sturdy and strong.like a girth strap.

Yes ground is very hard here and dry.like beating on concrete at times.LOL.
