Gubmint creep at it's finest/worst!!!
The first laws giving these types of powers (for coastal areas)were granted in 1789 no less , not for security but to stem the flow of goods into the country without paying import duties which fueled the early government. Essentially , exclusive Legislation of the "not exceeding ten squares miles" seat of government was expanded in the late 70's to encompass pretty much where ever they want when you include the military bases and support establishments around the country. You can be pulled over for sobriety checks without probable cause under the smae guise simply because the roads are built with some Federal money. Same for helmets and seatbelts--drivers licenses as well if you want to get technical. LEOs know it but they play along because it eventually pays their bills with paychecks.
We haven't been under Constitutional Law for 100 years and it's only get worse--like cancer..........................
