I think it is a Discovery.

Well guys ill tell it like it is from a club chairman here in the uk, One of my members recently found a viking silver cache on a farmers field, what happens then is surposed to be this,
1, you inform the farmer of the find and tell him it has to be reported to the local FLO (finds liasion officer) within 14 days of finding it, you would of course have the mobile number of this person and ring them straight away, do not dig it up any more, let the pro`s do this to see the cach in context and gleen valuable info from it.
2,once reported and dug up by the pro`s, it is sent to the british museum for cleaning,id and conservation,
3. a panel of notable experts sits and judges the find on value, historical context etc, the exact formula are very complicated
4.Once this is done a musem (normally local to the find) has the option to raise the funds of the valuation to buy the cache for display, this money goes back to thebritish museum who splits it 50/50 with the finder and landowner, they then have to pay taxes etc on it.

When we go out on organised club rallies ( i am this weekend near the roman wall) any finds we think are valuable or possiably treasure we take into our next club meeting, the FLO for our area attends and records the finds, if they are treasure the above procedure is followed through, if not but the find it historicaly interesting the FLO will take it away for documneting into the PAS (portable antiquitys scheme) this is a voluntary scheme run by the British Museum which us detectorists can willingly allow our finds to be recorded for history and academics to study WE GET THESE FINDS BACK, it is our way of helping academics understand what we find in our area, you can imagine the info that can be gleened from that sort of info!!
any questions about the UK please feel free to ask, and yes i have found roman coins, medievil, victorian, georgian etc..!!

Good to have you, uklad.
What happens if funds are not raised for the cache, would the museum keep the artifacts/cache, and the landowner and finder get zero?
How do the landowner/finder know if the fundraiser is showing them accurate amounts raised?

good questions mate, i have never heard of a decent find not being claimed by a museum, they generaly have a good few donors who help raise the money and even tout the public, i would expect the british museum to keep hold of the find if it was not "bought"
The money never goes straight to the finder /landowner, Once the panel have set the value its up to the museum to raise this amount, it then sends this to the british museum who distributes it to the finder/landowner, so they never really know what the museum is raising, they only hope it is enough!!, the british musuem will pay for the item if no other does and hide it away in its vaults, now there lies most of englands unseen history!!!
p.s here is a good link to look at, on the site of a national body that i am (and club) is affailiated to
